A BRIEF DESCRIPTION OF THE COMMITTEE

COMMITTEE MEMBERS, ALTERNATES AND REPRESENTATIVES

Each congressional district ("CD") party is entitled to three members and one alternate on the Committee.

The members are elected by CD party conventions for staggered, approximately three-year terms. A member's term begins on adjournment of the CD party convention at which the member is elected and ends at adjournment of the CD party convention three years later. A vacancy in a member position of a CD party can be filled by the CD party's executive committee until the next following CD party convention, at which an election must be held to fill the vacancy for the unexpired part of the three-year term.

Alternates are elected by CD party conventions for approximately one-year terms. An alternate's term begins on adjournment of the CD party convention at which s/he is elected and ends at adjournment of the CD party convention in the following year. A vacancy in the alternate position of a CD party can be filled by the CD party's executive committee for the unexpired part of the term.

An alternate has all the rights of a member except may not be Committee Chair or Vice Chair (but may be Committee Secretary) and may not make motions or nominations or vote at a Committee meeting when three members of the Committee from the same CD party as the alternate are also present. An alternate counts for quorum purposes only when fewer than three members of the Committee from the same CD party as the alternate are present.

The College Democrats of Wisconsin ("CDW") are entitled to one representative on the Committee. The representative is appointed by the CDW Executive Committee after the CDW convention each year for a term that extends from the second day after the last of the CD conventions in the year of appointment until the first day after the last of the CD party conventions in the following year.

The highest ranking Wisconsin constitutional officer who is a Democrat is entitled to one representative on the Committee. This representative is appointed by the constitutional officer and serves at the constitutional officer's pleasure for a term that does not extend beyond the constitutional officer's four-year term.

The two representatives have all the rights of a member of the Committee except may not serve as Committee officers. The representatives are not considered in determining the presence of a quorum at a Committee meeting.

COMMITTEE OFFICERS

The Committee has a Chair, Vice Chair and Secretary. The Chair and Vice Chair must be members who are opposite in gender and from different CD parties. The Secretary may be a member or alternate.

The Chair and Vice Chair are elected for approximately two-year terms by the Committee at its "annual meeting" between the last of the CD party conventions and the annual state party convention in even-numbered years. The Chair's and Vice Chair's terms as officers begin upon their respective elections as such and end at the Committee's annual meeting two years later.

The Committee Secretary is appointed by the Chair subject to approval of the appointment by the Committee and serves at the pleasure of the Chair for a term as Secretary not extending beyond the end of the Chair's term.
